بدأ معهد آش للحوكمة والابتكار التابع لجامعة هارفارد العمل على دراسة نظام سداد للمدفوعات الذي أطلقته مؤسسة النقد العربي السعودي قبل حوالي شهرين، إذ ستستخدم هذه الدراسة كإطار ممتاز في دراسة مبادرات الابتكار الحكومية لتطوير أداء القطاع العام والخاص وتقديم خدماتها للمواطنين.
وقال المهندس عبدالملك آل الشيخ مدير إدارة التقنية البنكية بمؤسسة النقد العربي السعودي: إن حجم عمليات السداد في المملكة يبلغ حوالي 300مليون عملية سنويا، إذ يطمح برنامج سداد للمدفوعات بالاستحواذ على جزء منها مبدئيا.
وأوضح آل الشيخ خلال مؤتمر صحفي عقده أمس مع الدكتور خالد بن عثمان اليحيى المستشار في جامعة هارفارد والخبير في الإدارة والتنمية الدولية ورئيس فريق عمل الدراسة، أنه تم ربط 17جهة في البرنامج حتى الآن، وجاري العمل على ربط حوالي 40جهة أخرى، لافتا إلى أن وزارة المالية هي التي تتولى عملية ربط البرنامج مع الجهات الحكومية.
وذكر آل الشيخ أن البيئة في المملكة تساعد على إيجاد أنظمة مركزية، وأن الهدف الاستراتيجي للبرنامج هو زيادة قدرة المواطن على دفع فواتير مختلفة بأسهل الطرق، مشيرا إلى أن دراسة البرنامج من قبل جامعة عريقة عالمية يعطي له مصداقية أكبر.
إلى ذلك قال الدكتور خالد بن عثمان اليحيى المستشار في جامعة هارفارد والخبير في الإدارة والتنمية الدولية ورئيس فريق عمل الدراسة أن الجامعة تعمل على إعداد الدراسات والبحوث للأمور التي ترى فيها أهمية لتبادل المعارف والخبرات وتطويرها، لافتا إلى أنهم قرروا دراسة برنامج سداد لأنه جديد ومبتكر، إلا أنهم لم يصلوا حتى الآن إلى تقييم دقيق له.
وذكر اليحيى أنهم بدأوا النظر للمشاكل التي تواجه عمليات المدفوعات في المملكة، وأن برنامج سداد كان نتيجة الاستفادة من تجارب دولية سابقة وتطويرها وإقناع الجهات المفوترة للدخول فيها، مشيرا إلى أن شركة الاتصالات السعودية هي من قام بتمويل الدراسة.
وأشار اليحيى إلى أن هذه الدراسة ستكون من أول الدراسات في العالم العربي التي تركز على مبادرة وطنية لحل مشاكل الدفع، حيث أن الغرض منها هو نشر المعرفة حول مشاكل الدفع الموجودة سابقا في المملكة، وكذلك الطريقة المبتكرة التي قامت بها المؤسسة لمواجهة وحل هذه المشاكل وذلك بإنشاء نظام سداد، وتوضيح الأسباب التي دعت بالمؤسسة إلى تطوير نظام سداد.

هارفارد تختارها بين أكثر المبادرات الحكومية ابتكاراً
نظام "سداد" يستهدف50% من حجم سوق المدفوعات في السعودية

كشف مدير إدارة التقنية البنكية في مؤسسة النقد العربي السعودي المهندس عبد الملك آل الشيخ أن حجم سوق المدفوعات بصفة عامة في المملكة يقدر بـ 300 مليون عملية تستهدف نظام سداد الوصول إلى 50% منها عن طريق رفع عدد المنشآت المستفيدة منه من 17 منشأة حالياً إلى 30 منشأة بنهاية العام الجاري، مشيراً إلى أن أهم الشركات التي ستنضم للنظام عدد من أمانات المناطق ووزارة المياه والكهرباء والإدارة العامة للمرور والإدارة العامة للجوازات.
وقال آل الشيخ خلال مؤتمر صحفي في الرياض أمس بمناسبة اختيار جامعة هارفارد الأمريكية لـ(سداد) للدخول في مسابقة الابتكار السنوية، وبحضور المستشار السعودي في جامعة هارفارد والخبير في الإدارة والتنمية الدولية الدكتور خالد بن عثمان اليحيى، إن مشكلة تحديد بعض الخدمات على بنوك محددة في الفترة الحالية نشأت في فترة لم يكن فيها نظام موحد للمدفوعات مثل سداد، كما يصعب على بعض الإدارات كالجوازات والمرور الربط مع أكثر من بنك، مبيناً أن النظام أصبح جاهزاً لربط جميع الخدمات الحكومية والخاصة بجميع أجهزة الصراف الآلي التابعة لجميع البنوك، مرجعاً السبب في تأخر الدمج إلى وزارة المالية المسؤول الأول عن هذا الإجراء.
وقال آل الشيخ إنه كجزء من سعي معهد آش للحوكمة والابتكار ( آش إنستيتيوت فور دوماستيك قوفرنمنت آند إنوفيشن) التابع لجامعة هارفارد، لاكتشاف ودراسة الأمثلة المتميزة في الابتكار حول العالم، بدأ المعهد العمل على دراسة نظام سداد للمدفوعات التابع لمؤسسة النقد العربي السعودي. وستستخدم الدراسة كإطار ممتاز في دراسة مبادرات الابتكار الحكومية لتطوير أداء القطاعين العام والخاص وتقديم خدماتها للمواطنين، وتقديمه في مناهج الجامعة لطلبتها فيما يسمى بدراسة حالة (كيس ستدي) للاطلاع على الأفكار المتميزة فيه.
من جانبه قال أستاذ الإدارة والتنمية المقارنة في جامعة أريزونا ومستشار جامعة هارفارد الدكتور السعودي خالد بن عثمان اليحيى إن الدراسة ستكون من أولى الدراسات في العالم العربي التي تركز على مبادرة وطنية لحل مشاكل الدفع، حيث إن الغرض منها هو نشر المعرفة حول مشاكل الدفع الموجودة سابقاُ في المملكة وكذلك الطريقة المبتكرة التي قامت بها المؤسسة لمواجهة وحل تلك المشاكل بإنشاء نظام سداد.
وتابع الدكتور اليحيى قائلاً: "ستستخدم الدراسة كجزء من منهج الدراسة في كلية كينيدي للحوكمة وكلية الأعمال في جامعة هارفارد للاستفادة منها في الجامعات والمعاهد المتخصصة حول العالم، وكذلك ستستخدم في مناهج التدريب التنفيذية للمديرين والمستشارين في الجامعة".
وتواجد فريق بحث جامعة هارفارد في المملكة خلال الأسابيع الماضية حيث قابل العديد من المسؤولين في القطاعين الحكومي والخاص (الجهات المفوترة والبنوك) لجمع المعلومات المطلوبة لتنفيذ الدراسة التي تمولها شركة الاتصالات السعودية أكبر جهة مفوترة ترتبط بنظام سداد للمدفوعات، ويقود الفريق زميل ومستشار في جامعة هارفارد الدكتور خالد بن عثمان اليحيى وبروفيسور الدراسات الحكومية في كلية كينيدي للحوكمة في الجامعة نفسها الدكتور ستيفين جولد سميث.
يذكر بأن نظام سداد يقدم خدمتي عرض الفواتير وتسديدها إلكترونيا ً وكذلك التسديد المسبق بدون وجود فواتير للجهات الحكومية والخاصة عبر جميع القنوات المصرفية في المملكة، ويعتبر تطوير سداد امتداداً لدور المؤسسة في تطوير منظومة متكاملة للدفع الإلكتروني في المملكة التي بدأت في عام 1987.

"سداد" يرفع الجهات المفوترة في نظامه إلى 30 قطاعا

أبلغ "الاقتصادية" المهندس عبد الملك بن عبد الرحمن آل الشيخ مدير إدارة التقنية البنكية في مؤسسة النقد العربي السعودي، أن نظام سداد للمدفوعات التابع للمؤسسة يجري الآن التجربة مع جهات حكومية وأهلية لإطلاق خدماتها المفوترة عبر نظام سداد، مرجحا أن يصل عدد مقدمي الخدمة في نهاية العام الجاري 2007 من 25 إلى 30 جهة.
وقال آل الشيخ في مؤتمر صحافي عقده مع الدكتور خالد بن عثمان اليحيى، إن حجم سوق نظام المدفوعات في المملكة يبلغ سنويا نحو 300 مليون عملية يتم تنفيذها سنويا.
من جانبه، أكد الدكتور خالد اليحيي المستشار في جامعة هارفارد والخبير في الإدارة والتنمية الدولية، أن جامعة هارفارد الأمريكية تعكف الآن على دراسة نظام سداد للمدفوعات، حيث إن معهد آش للحوكمة والابتكارAsh Institute for Democratic Governance and Innovation التابع لجامعة هارفارد، وذلك لاكتشاف ودراسة الأمثلة المتميزة في الابتكار حول العالم.
وأبان آل الشيخ أن لدى نظام سداد إدارة لتطوير الخدمات للمواطنين في المملكة، حيث يسعى بين حين وآخر إلى تطوير وابتكار العديد من الخدمات، حيث تقدم الآن 17 جهة خاصة وحكومية خدماتها المفوترة للمواطنين.
وعن الدراسة التي ستعكف جامعة هارفارد على إجرائها، أفاد أن مؤسسة النقد سعيدة باختيار الجامعة نظام سداد كأحد أكثر المبادرات الحكومية ابتكاراً في المنطقة، حيث يقدم "سداد" خدمتي عرض الفواتير وتسديدها إلكترونيا، وكذلك التسديد المسبق بدون وجود فواتير للجهات الحكومية والخاصة عبر جميع القنوات المصرفية في المملكة.
وأشار الدكتور اليحيى إلى أن هذه الدراسة ستكون من أولى الدراسات في العالم العربي التي تركز على مبادرة وطنية لحل مشاكل الدفع، حيث إن الغرض منها هو نشر المعرفة حول مشاكل الدفع الموجودة سابقاُ في المملكة، كما أنها الطريقة المبتكرة التي قامت بها المؤسسة لمواجهة وحل هذه المشكلات وذلك بإنشاء نظام سداد، وتوضيح الأسباب التي دعت المؤسسة إلى تطوير "سداد" بالطريقة التي تمت.
أوضح أن هناك العديد من العناصر التي سيستخدمها فريق العمل في الدراسة ومنها تحليل مشكلات المدفوعات لدى القطاع الخاص في المملكة، لماذا تدخلت الحكومة في إيجاد النظام؟ هل يوجد هناك مرونة في ابتكار منتجات جديدة في النظام ومقارنة نظام سداد بالأنظمة في الدول الأخرى؟
وأضاف أن الدراسة ستغطي جذور المشكلات الموجودة في دفع الفواتير في المملكة، وتشرح أبعاد الأعباء التي كان يتحملها القطاعان الحكومي والخاص وكذلك البنوك في عمليات الدفع سابقا.
وتابع قائلا إن الدراسة ستستخدم كجزء من منهج الدراسة في كلية كينيدي للحوكمة وكلية الأعمال في جامعة هارفارد وتنشر للاستفادة منها في الجامعات والمعاهد المتخصصة حول العالم، وكذلك ستستخدم في مناهج التدريب التنفيذية للمديرين والمستشارين في الجامعة، وبالخصوص في الدورات والدراسات الدولية التي تقيمها الجامعة حول العالم.
وذكر اليحيى أنه حضر فريق بحث جامعة هارفارد إلى المملكة خلال الأسابيع الماضية وقابل مسؤولين في القطاعين الحكومي والخاص (الجهات المفوترة والبنوك) لجمع المعلومات المطلوبة لتنفيذ الدراسة، مشيرا إلى أن هذه الدراسة تم تمويلها من شركة الاتصالات السعودية بمبلغ يصل إلى أكثر من 131 ألف ريال، أي ما يعادل 35 ألف دولار، التي هي أكبر جهة مفوترة مرتبطة بنظام سداد للمدفوعات.

يعتزم معهد / آش للحوكمة والابتكار/ التابع لجامعة هارفارد الأمريكية إجراء دراسة على نظام / سداد / للمدفوعات في المملكة العربية السعودية .
وعقدت مؤسسة النقد العربي السعودي اليوم الإثنين مؤتمرا صحفيا في الرياض تحدث فيه كل من مدير إدارة التقنية البنكية في مؤسسة النقد العربي السعودي المهندس عبدالملك بن عبدالرحمن آل الشيخ والمستشار في جامعة هارفارد الأمريكية والخبير في الإدارة والتنمية الدولية الدكتور خالد بن عثمان اليحيى .
وفي البداية رحب المهندس آل الشيخ باختيار جامعة هارفارد نظام سداد السعودي للمدفوعات بوصفه واحدا من أكثر المبادرات الحكومية ابتكارا في المنطقة .
وقال إن نظام / سداد / يقدم خدمتي عرض الفواتير وتسديدها إلكترونيا وكذا التسديد المسبق بدون وجود فواتير للجهات الحكومية والخاصة عبر جميع القنوات المصرفية في المملكة العربية السعودية .
وأضاف أن تطوير نظام سداد يعتبر // امتداداً لدور مؤسسة النقد في تطوير منظومة متكاملة للدفع الإلكتروني في المملكة كانت أولاها عام 1987 عندما أطلقت المؤسسة آنذاك نظام الفرز ومقاصة الشيكات الآلية الذي أسهم في حينه في تسهيل وتسريع عمليات المقاصة بين البنوك في المملكة، ثم أطلقت في أبريل 1990 الشبكة السعودية للمدفوعات وهي شبكة موحدة للصرف الآلي تربط جميع البنوك المحلية بنظام الكتروني باستخدام البطاقات المصرفية لجميع عملاء البنوك في أرجاء المملكة، ثم في شهر مايو 1997 أطلقت المؤسسة النظام السعودي للتحويلات المالية السريعة / سريع / الذي يعد أول نظام مدفوعات في منطقة الشرق الأوسط تستخدم فيه تقنية التسويات الإجمالية المستمرة، كما يعد أحد أبرز نظم المدفوعات والتسويات البنكية وأكثرها تقدما على المستوى الدولي // .
وتابع آل الشيخ أنه // تم تطوير وتحسين النظام واستحداث آليات جديدة تخدم المواطنين كان من أهمها توفير خدمة تحويل الرواتب الشهرية للمواطنين والمقيمين، وسيلحقها مبادرات أخرى يجري العمل عليها حالياً من أجل رفع كفاءة البنية التحتية المصرفية وزيادة تنافسية الاقتصاد السعودي // .
من جانبه أشار مستشار جامعة هارفارد الأمريكية والخبير في الإدارة والتنمية الدولية الدكتور خالد بن عثمان اليحيى إلى أن الدراسة // ستكون أولى الدراسات في العالم العربي التي تركز على مبادرة وطنية لحل مشكلات الدفع، ذلك أن الهدف منها هو نشر المعرفة حول مشكلات الدفع الموجودة سابقاُ في المملكة وكذا الطريقة المبتكرة التي قامت بها مؤسسة النقد لحل هذه المشكلات عبر نظام سداد، وتوضيح الأسباب التي دفعت المؤسسة إلى تطوير نظام سداد // .

ولفت الدكتور خالد اليحيى إلى إن الدراسة سوف تستخدم // كجزء من المنهج الدراسي في كلية كينيدي للحكومة وكلية الأعمال في جامعة هارفارد كما سيتم نشرها للاستفادة منها في الجامعات والمعاهد المتخصصة حول العالم، وكذا ستستخدم في مناهج التدريب التنفيذية للمدراء والمستشارين في جامعة هارفارد، خاصة في الدورات الدراسية الدولية التي تقيمها جامعة هارفارد حول العالم // .
إلى ذلك تواجد في المملكة خلال الأسابيع الماضية فريق البحث التابع لجامعة هارفارد الأمريكية حيث التقى عددا من المسؤولين في القطاعين الحكومي والخاص / الجهات المفوترة والبنوك / بهدف جمع المعلومات المطلوبة للدراسة .
ويقود فريق البحث مستشار جامعة هارفارد الدكتور خالد بن عثمان اليحيى / سعودي الجنسية / ويضم أيضا أستاذ الدراسات الحكومية في كلية كينيدي للحكومة في الجامعة نفسها الدكتور ستيفين جولدسميث ، أما تمويل الدراسة فتعهدت به شركة الاتصالات السعودية التي تعد أكبر جهة مفوترة مرتبطة بنظام سداد للمدفوعات .

أعلنت جوجل، صاحبة محرك البحث الأشهر عالميا اليوم عن طريقة جديدة يمكن من خلالها للناشرين باللغة العربية على شبكة الإنترنت أن يحــــققوا عائد مادى عبر صفحات مواقعهم يطلق عليها (أدسينس) للمحتوى، يمَكن هذا البرنامج أصحاب المحتوى على شبكة الإنترنت من كـسب المال، كلما نقر مستخدم على إعلان على صفحاتهم.

يمكن الآن لكل الناشرين على شبكة الإنترنت، أيا كان حجم مواقعهم أو حجم المحتوى على هذه المواقع، أن يستخدموا برنامج (أدسينس)  للمحتوى، حيث أنه برنامج يعمل آليا. ولا يختلف الأمر إذا ما كان المحتوى على الموقع يستهدف جمهورا ضئيلا أو كبيرا، فشبكة الإعلانات القوية التي تملكها جوجل ستعمل لخدمة الإعلانات الموجهة على الصفحات عبر قاعدة عريضة من معلني برنامج (أد واردز) ، وتبدأ من العلامات التجارية صاحبة الشهرة العالمية إلى مؤسسات الأعمال المحلية الصغيرة. و هذا البرنامج مجاني، ويتضمن تحقيق العائد من خلال النقر على الإعلان المنشور على الصفحة أو من خلال عدد مرات ظهور الإعلان.

Even as technology investments in the region steadily increase, enterprises continue to display attitudes, behaviour and usage patterns that resemble what more developed markets were doing a few years in the past.

While some view this as a sign of backwardness, most in the industry believe that its a huge opportunity in disguise. By lagging behind a step, enterprises can more easily transform their IT products, practices and mindset to the next level of information technology - they can leapfrog an entire generation of technology. However, this is possible only with a concerted effort from regional IT managers. This month, I had the opportunity to meet GV Rao, the IT manager of Dubai Refreshments. He is a stalwart of the industry, with 17 years of experience backing him and an NME Innovation Award 2007 to his credit. During the interview, he encouraged the formation of regional IT groups which could discuss issues and share best practices. Rao's idea is not really a unique one. I have also heard at least two other major CIOs in the region express their wish to have a regular ‘IT club' that would link them to their peers.

The benefits of any association so formed in the region are obvious. It would help build knowledge and awareness of IT in the region, demand higher competence from vendor products and would ensure better efficiency across the entire industry.  Yet there are certain pertinent reasons standing in the way of such a group's formation.  The group, if formed, would need to commit a certain amount of effort to the running of it. It would need a proper agenda, backed by consistent and detailed planning.  Also the sheer geographic spread of the region throws into question who the group should ideally comprise of.

More than anything else, the group would need a driving force. However, a willingness to start small and perhaps the use of a vendor's resources in the initial phases could help get such an IT association off the ground.

The region does boast certain strong vendor-related yet independent user groups, such as SAP's. The need of the hour though would be provider-neutral associations that offer a broader platform of discussion for IT managers across the region.

It is about time for such a group to be formed - to set new ground in discussions, to encourage best practices and, to act as a collective springboard to launch to the next technology level.

Nokia has identified that in very rare cases the Nokia-branded BL-5C batteries subject to the product advisory could potentially experience overheating initiated by a short circuit while charging, causing the battery to dislodge. Nokia is working closely with Matsushita and will be cooperating with relevant authorities to investigate this situation.
Nokia has several suppliers for BL-5C batteries who have collectively produced more than 300 million BL-5C batteries. This advisory applies only to the 46 million batteries manufactured by Matsushita between December 2005 and November 2006, from which there have been approximately 100 incidents of overheating reported globally. No serious injuries or property damage have been reported.

According to Nokia said that the 100 incidents with the battery occurred while charging the battery. Nokia also added that only a portion of the BL-5C batteries in question are included in this advisory. Nevertheless, a bevy of Nokia devices are affected. Here's the list.

There are hundreds of tech certification programs and exams out there, some sponsored by software vendors, some by vendor-neutral organizations, and some by educational institutions. A number of them are easy to obtain—as evidenced by the many IT pros who list a three-line string of acronyms after their names. You pay your money and you take a multiple-choice test; if you pass, you’re in.
Others are excruciatingly difficult: Cost is high; eligibility to even take the exam is dependent on having years of experience, formal education, and/or sponsorship from others who already hold the title; and the exams are grueling, multi-day affairs that require hands-on performance of relevant tasks. Most are somewhere in between.
But which certifications really provide a measure of your knowledge and skills in a particular area? And which will really help you get a job or promotion? Here's a look at 10 of the technical certifications that actually mean something in today’s IT job market.

شاب سعودي يسبق طرح شركة «آبل» العالمية بـ 10 أشهر
يعمل على مشروع تعريب «الآيفون» لحث صناع التقنية على الاهتمام بالمستخدم العربي
 

ابتكر شاب سعودي طريقة جديدة لكسر الخطة الزمنية لشركة «آبل» العالمية المختصة بتصنيع الإلكترونيات، في العمل على تشغيل أول جهاز «آيفون» في السعودية، متجاوزاً المدة التي حددتها الشركة المنتجة، التي تقتضي طرحه في منطقة الشرق الأوسط منتصف عام 2008، فيما بدأ بمشروع التعريب الكامل للجهاز الذي قال خبراء التقنية بأنه يعد نقلة كبيرة في عالم الاتصالات.
وكشف ريان التركي، البالغ من العمر 24 سنة، لـ«الشرق الأوسط»، أنه استطاع التوصل بطريقة معينة إلى حل يؤدي إلى خداع عملية التوثيق في جهاز الآيفون، بحيث يبدو وكأن الشريحة التي يعمل عليها الجهاز هي شريحة من شركة الاتصالات الأمريكية AT&T، في حين أنه في حقيقة الأمر يعمل من شريحة مزود خدمة محلي داخل السعودية، مما يمكن من عمل الجهاز في المملكة.
وحول مشروع تعريب الآيفون أردف التركي في حديثه لـ«الشرق الأوسط»، قائلاً إنه يسعى من خلال مشروعه هذا إلى إيصال رسالة إلى شركات التقنية العملاقة، مفادها أن العالم العربي يزخر بالشباب الواعي والسباق في تبني آخر التقنيات. ولذلك يرى أنه يجب على هذه الشركات أن توصل للمستخدم العربي منتجاتها التقنية بدعم اللغة العربية، وأن يكون تدشين نسخة اللغة العربية لكافة الأجهزة في نفس موعد تدشين نسخ اللغات الأخرى. وأضاف التركي بأن الهدف الأساسي من قيامه بهذه الخطوة يعود إلى رغبته في مساعدة المستخدم العربي في الوصول إلى الجهاز المتقدم بكل سهولة ويسر، دون أن تكون اللغة عائقاً عن تبني جديد التقنية، إلى جانب شغفه بمنتجات شركة آبل العالمية، مما يجعله في أشد الحرص على المشاركة في تطوير منتجاتها.
وفيما يخص المراحل التي وصل إليها في مشروعه، قال التركي إنه بدأ الآن في تطوير برنامج للرسائل القصيرة (SMS client)، بحيث يخول البرنامج للمستخدم العربي قراءة رسائله القصيرة باللغة العربية، ومن ثم التوجه إلى تمكين اللغة العربية كجزء من نظام التشغيل، لتكون بذلك جميع تطبيقات الآيفون متوافقة مع اللغة العربية، وآخر المراحل هي تطوير لوحة مفاتيح عربية للجهاز حتى يتمكن المستخدم العربي من الاستمتاع الكامل بكل خصائص الآيفون.
ولفت التركي، الذي تخرج في كلية علوم الحاسب الآلي بجامعة الملك سعود قبل سنتين، إلى أن تعريب جهاز الآيفون لن يكون الخطوة الأخيرة، بل هي مرحلة لمشروع ضخم أساسه دعم التقنيات الجديدة باللغة العربية، مؤكداً أنه يقوم بهذا العمل بدافع شخصي من دون وجود أي جهات داعمة للمشروع، في حين يأتي ذلك كامتداد لمشروع تخرجه في الجامعة، والذي كان عبارة عن كسر حماية AES بطريقة تحليل الخطأ المقارن DFA على بطاقات SIM (الشرائح المستخدمة في الهواتف المتنقلة).
تجدر الإشارة أن شركة آبل العالمية قامت بطرح أجهزة الآيفون مطلع شهر يوليو (تموز) الماضي، في حين أفادت عبر حملتها الترويجية بأن الجهاز الذي تصل تكلفته إلى 600 دولار من المنتظر أن يطرح في أسواق منطقة الشرق الأوسط منتصف عام 2008، ويتوقع له أن يكون فاتحة لجيل آخر من الأجهزة التي ستتوالى تباعاً، بحيث يصبح الهاتف الجوال جهازاً محمولاً للاتصال وتحميل البيانات وتخزين الملفات والاستماع للموسيقى والتقاط الصور.

By installing the NetAlter browser on the PC, the users can publish content across the network without registering a domain name or hosting a web server.

The NetAlter System also features an integrated intelligent clustered semantic search engine that is e-commerce enabled. Users will be able to search and find precise information and resources within the NetAlter browser and then store the search results and associated content to their computer. The user can then access this content offline.

Discovery Scholarship Recipients Will Receive Full Financial Support for Current First Degree Programs and for KAUST Graduate Programs

Dhahran, Kingdom of Saudi Arabia (September 7, 2007) - King Abdullah University of Science and Technology (KAUST), a new world-class graduate research university under development in Saudi Arabia, today launched its scholarship program. Recruitment for qualified students is now underway around the world.
The KAUST Discovery Scholarship will provide full tuition, a living stipend, book and computer allowances, and summer and career enrichment programs to qualified science and technology students at their home institutions prior to the University's opening in September 2009. Upon graduation, these students will enter KAUST as master's degree students in September 2009 and 2010 and complete their studies on a fully funded scholarship.
"The launch of the KAUST Discovery Scholarship program is another important step in turning King Abdullah's vision of a world-class research university in Saudi Arabia into reality," said Nadhmi Al-Nasr, interim president of KAUST. "We are looking for exceptionally talented and motivated students - led by an equally extraordinary roster of faculty - who have a thirst for knowledge and an adventurous and creative spirit."
Mr. Al-Nasr also explained that the scholarship program is one part of a three-pronged strategy to build the University's intellectual capital. A second cornerstone KAUST initiative includes its Global Research Partnership, a new program that will provide a significant source of support to and collaboration with leading scientific research centers and individual scientists around the globe, along with research and educational collaborations with leading institutions. So far, KAUST has entered into formal partnerships with Woods Hole Oceanographic Institution (WHOI), Institut Français du Pétrole in France, the National University of Singapore, the Indian Institute of Technology, Bombay (IITB) and, most recently, the American University in Cairo.
The third part of the recruitment strategy is the Academic Excellence Alliances, an arrangement in which KAUST will bring faculty to its campus by offering them contracts through other leading research universities
When at KAUST, scholarship recipients will be able to focus on any of four main areas of research: resources, energy and environment; biosciences and engineering; materials science and engineering; and applied mathematics and computational science. The first cohort of between 250 and 350 students will grow to no more than 2,000 students at the University's maturity.
"KAUST students will become the next generation of scientists who will work to solve the world's increasingly complex needs," continued Mr. Al-Nasr. "And they will set a firm foundation for what we believe will be one of the most important centers of learning and discovery."
Students may apply for a KAUST Discovery Scholarship directly, or they may be nominated by a professor or administrator at their institution. All applicants must complete their online application and send or attach all required documents by November 9, 2007. Microsoft lost its bid to fast track its Office Open XML (OOXML) file-format specification. (It's next-to-impossible to tell from Microsoft's press release announcing " Strong Global Support for Open XML as It Enters Final Phase of ISO Standards Process," but it did lose .)
As readers of this blog know, I believe that the world is big enough for multiple file-format specifications. I don't think the Open Document Format (ODF) deserves to be the only format sanctioned as an "open standard." That said, I also believe Microsoft deserved to lose this vote. Why?

1. Lobbying is legal. But certain lobbying tactics are not. Microsoft officials admitted that one of the company's employees behaved inappropriately in Sweden, attempting to influence partners to vote for OOXML approval. It's good Microsoft admitted that this was wrong. But it still makes me wonder whether company officials did the same in other countries and were just not caught. And if anyone thinks Microsoft was the only company engaging in lobbying around this standard battle, you need to stop drinking the IBM Koolaid.
2. Microsoft has a history of changing specs at will and leaving developers in the lurch. It's true you can teach an old dog new tricks (especially when the U.S. Department of Justice, state attorneys general and your competitors are all watching to make sure the dog is behaving properly). But when a specification is created and maintained by a single company or entity, it's more prone to being manipulated and abused.
3. Openness is in the eye of the beholder. Microsoft considers OOXML open, yet so far, it hasn't been able to get its own Mac Office product to interoperate with the new OOXML formats in Office 2007. Microsoft has enlisted a number of its new friends to build OOXML-ODF converters, but it has done so only an attempt to "prove" to standards makers that OOXML isn't the island that it is.
Microsoft isn't throwing in the towel: It is predicting it can overcome objections by the time the final tally is taken for ISO standardization. Between now and then, both Microsoft and IBM and other ODF backers will, no doubt, continue to lobby as to why OOXML should/shouldn't become an ISO standard.
In spite of the rhetoric on both sides, Microsoft wants OOXML to gain ISO standardization so that it won't lose out on government contracts that require "open," standards-based products . Microsoft's competitors don't want Microsoft to obtain ISO standardization because they see this loss as a chance for them to finally lessen Microsoft's 90-plus-percent market share in the desktop-productivity suite business.
This battle's not about interoperability, motherhood and apple pie: It's about Microsoft wanting to keep its desktop-suite monopoly and its competitors seeking ways to break Redmond's stranglehold on this part of Microsoft's business.
