If you're going to pay another organization to recruit affiliates for you, I
would strongly recommend that you tie their payment to quantifiable
performance goals other than just signing up affiliates. You may want to pay
them a lot more than $1 or $2 but only pay them once the affiliate makes its
first sale or generates a certain number of clickthroughs to your website.
That way, you'll be more likely to receive a higher quality of affiliate
rather than a higher quantity.
