I have found a few (one was a cut down commercial version, other was
odd, as it was the full script, info on site said free but there was a
html doc with info saying click here to buy), are you after a out of
the box solution?

I would go with create your own, find some tutorails on creaing a cms,
I went with creating my own after I bought one that didnt use any type
of php coding standard, and couldnt modify it
