JOB ANNOUNCEMENT

GIS Analyst / Lab Administrator

Job Description

The Wildlife Conservation Society (WCS) seeks a person skilled at
applying Geographic Information Systems (GIS) to support WCS efforts to
save wildlife worldwide.  The GIS Analyst / Lab Administrator will
oversee the day to day operations of the Geographic Information and
Analysis Program laboratory, while stationed at the Bronx Zoo, New
York.  The GIS Analyst will be expected to support GIS analyses
conducted by the GIS Program Manager and WCS field scientists, train WCS
staff on the use of GIS, and administer computer hardware and software
in a Windows NT computing environment.

Qualifications

Candidates must have Master's degree in Geography, Computer Science or
Environmental Science (or a related discipline) and have had at least
two years experience in environmental GIS using the ARC/INFO and Arcview
software packages.  Candidates must be able to demonstrate a competence
in performing routine computer support for PC (Windows 95/NT)
workstations and an ability to train other personnel in GIS.  Preference
will be given to candidates with knowledge of cartography and geodesy.
Other desired experience/skills include radio telemetry, global
positioning systems, remote sensing data, and applying GIS in an
international context.

This from the New York Times of 4/9/00 under the headline:

C.I.A. Fires Officer Blamed in China Embassay Bombing:

...used an unclassified military map to try to pinpoint the building's
location, based on limited knowledge of addresses on a parallel street.

The officer, who wrongly assumed Belgrade's street addresses were numbered
as uniformly as, say, Manhattan's, ended up targetting the Chinese
Embassay...

     Boy, am I glad they're not bombing in Queens.

grad from Indiana University.  She is interested in entry level jobs
in the Edgwater/Daytona, FL area.  If you have any contacts in that

>Rutgers is offering an eight-week continuing education course, "Managing GIS

>Dr. Jack Eichenbaum is offering a course called "Ground Proof," which will

RECENT MEETINGS

March 9th at which Al Leidner discussed the latest developments in the NYC
basemap project.

>A forum entitled "Putting Information Together: Building Integrated Data
Repositories" took place on February 9 in Albany.

>The MidAtlantic URISA/NJMAC conference took place in New Brunswick on March
14th. Brian Shumon graciously volunteered to staff a GISMO table there.

>Hofstra’s new GIS Center held a conference on March 23, the focus of which
was introducing the GIS resources Hofstra now has available.

UPCOMING MEETINGS

>Maporama 2000 is a GISMO-sponsored event at the Queens Museum in conjunction
with the Museum’s annual celebration of its magnificent scale model of NYC on
the weekend of May 6 and 7. GISMO members will be demonstrating a range of
mapping applications in a variety of media. It is still possible to join the

>GISMO members who were among the 50 people attended the NYC GIS Steering
Committee session on March 10 were encouraged by the progress the group is
making in organizing itself to deal with the NYC GIS basemap. According to
Chris Powers, the vision statement distributed at the meeting represents a
very positive step in the right direction. The NYC GIS Basemap should be
completed within the year.

Contact Mark Ryvkin (mryvkin@...) with any changes to the GISMO
database. (It is especially important to be sure that your e-mail address is
kept current, since this is now the only means of receiving GISMO
communications.)

>Bruce Cahan and Jack Eichenbaum will be meeting with Mary McCormick,

Adam Gewanter works with Meg Hunnewell at The Knowledge Project, a
literacy-enhancement group that is working with the Board of Ed. After The
Knowledge Project discovered the NYC basemap through Wendy Dorf last year,
they have become interested in using mapping in schools to help children
understand relationships between various kinds of things. By the end of the
semester, classes in four schools will have added their data to a new layer

Mannix Gordon works with the Pratt Institute Center for Community &
Environmental Development, doing community advocacy, strategic planning, and
3-D mapping. The institute has developed a beta Web site for the Hunts Point

PROGRAM  (notes by Charlie Ridgway)

At the 28 March GISMO meeting Daniel M. Cotter, President of TerraPoint, LLC,
provided an overview of the technology his company uses to provide 3D
representations of terrain.

Based in The Woodlands, TX, TerraPoint is a subsidiary of Transamerica
Corporation.  They specialize in acquiring digetal elevation data which is
used by financial institutions to determine whether a structure is within a
floodplain and is required to carry National Flood Insurance Program
insurance.

TerraPoint utilizes LIDAR (LIght Detection and Ranging) technology to rapidly
gather digital elevation data.  The technolory is similar to that of
Synthetic Aperature Radar (SAR) except in the wavelength of the radiation
emitted.  In this process a pulsed laser sweeps the terrain from a fixed wing
aircraft flying at around 3,000 feet.  The collumated beam of light is
directed by a rotating mirror.  By the time it reaches the ground the beam
has spread to a coverate area of about a meter.  Detectors in the plane
measure the time it takes the light to travel to a reflective> surface and
return.  At the same time an Inertial Measurement Unit (IMU) on board the
plane is measuring the pitch, yaw, and roll of the plane and an onboard GPS
is recording the plane's XYZ coordiates.  A second ground  based refernece
GPS is used for post processing of the on board GPS readings.  All of the
readings are computer processed to render digital data with a horizontal
accuracy of one foot and a vertical accuracy of two feet.

The computer can be used to factor out the returns from vegetation and
provide a bare earth DEM.  The height of man made structures can be
determines.  False color themes can be applied to the data to show the height
of reflective features.  Engineering detail, however, can not be seen.

TerraPoint is just beginning to image the entire state of Connecticut. Their
services are available to other agencies in the tri-state area and they point
out that there would be a cost savings if imaging were acquired for
additional clients while their equipment is still in the area.

1.  What is Virtual GISMO?
 
Virtual GISMO is a subgroup of GISMO devoted to facilitating the online communications of the group, via a web site (http://everest.hunter.cuny.edu), and a suite of online communication tools located at eGroups (http://www.egroups.com/group/gismonyc).  The web site includes information about GISMO meetings, functioning and policies, subgroups, contacts and archives and acts as the main portal for the communication tools.  The eGroups site contains an interactive calendar, listserv/bulletin board, polling tool, member directory, links and file archives.  As of the September 1999 issue, the GISMO newsletter is also being stored at the eGroups site.  Each of these tools is linked from within the GISMO site for easier navigation.

2.  What is the GISMO listserv?
 
The GISMO listserv is the most active communication tool located at the eGroups site:  http://www.egroups.com/group/gismonyc.  The listserv is a moderated email list that allows members to send email messages to the entire group using a single address.  Messages can be read on the web site by anyone, regardless of whether they are a member of GISMO, but you must be a member of the GISMO eGroup to post or receive messages in your email box.  Other content on the eGroups site, such as the file vault and member directory, is not viewable by the general public, however.

3. How do I subscribe?
 
To subscribe to the listserv, you must be a GISMO member.  Either you have attended at least one GISMO meeting and have filled out a member form or you mailed a form and submitted a personal paragraph.  New members are added to the list after each meeting, as the database is updated.  If you do not receive an email invitation to join the listserv, you may subscribe by sending a blank message to:

4.  How do I post a message to the listserv?

Maintain and update community garden data and maps annually.
Implement and manage field survey project to verify and update land use
data with Americorps/Summer Youth of partnership groups; make

Work with consultant in development of interactive City-wide Community
Garden Mapping Project website.

PLANT-A-LOT PROJECT
Respond to public inquiries by telephone or letter through mailings or
by referral to the proper agency or organization.
  Design, layout and edit quarterly newsletter and supervise mailing.
  Supervise and maintain files on all sites Plant-A-Lot assisted and
research material.
  Prepare bills/checks for director’s signature on a monthly basis.
  Enter bills into Quickbooks database for monthly account report.
  Prepare monthly petty cash receipts.
  Prepare letters to be used for correspondence, funding and
accountability reports.

GROW TRUCK-PROJECT

  Provide office support services as needed.

PUBLIC INFORMATION

  Organize annual plant sale.
  Fill orders for resource sheets.

The NYSGIS Local Government Advisory Committee (LGAC) will meet @ Ulster
County Community College in Stone Ridge, NY (about 80 miles from NYC) on
Friday 5/19 from 9-3PM. Local government GIS in the lower Hudson Valley and
downstate NY are represented in the program.

Of particular interest to GISMO members working in local government agencies
are presentations on NYCGIS by Al Leidner (NYC-DOITT) and Terry Spies and
Barbara Diebeler (NYC-DEP) on NYC's watershed. The program also includes
presentations by Ulster County, Columbia University and the NYS GIS program.
