A place for developers interested in creating a common XML format for exchanging GPS data to share information. GPX, the GPS eXchange Format, provides a lightweight XML specification for moving waypoints, routes, and tracks between GPS-enabled applications and websites. Membership is open to all.

... Magnetic North can vary over time, so would it make sense to have a GPX file with a value of "47 degrees West(magnetic)", when someone else might use that

... I would still argue against defining addresses that closely in the specification. Is there any need to distinguish between 'city' and 'state' inside a GPS
