PROGRAM MANAGER Job Description: Managing credentialing
programs will work with the Identify Management program team to lead strategic
and tactical credentialing initiatives and provide credentialing subject matter
expertise. The Identify Management program was initiated to put a single ID card
into the hands of District government workers and customers for all their needs.
The Identify Management Program Manager will be responsible for developing and
managing project plans, developing and maintaining project budgets, overseeing
system development lifecycle efforts, communicating program progress and status
to program executives, and ensuring quality of all program activities and
deliverables. A minimum twelve years expertise of program/project manager
leading IT initiatives, SDLC, Experience managing functional and technical
project teams, Experience developing and managing detailed project plans,
Project budget development and maintenance, Implementing advanced/web based
technologies, Evaluating and recommending COTS technology solutions, Lead JAD
sessions, Managing vendor/client relationship, Data Integration across
government agencies, Managed government projects, Managed Credentialing/Identity
Management, Knowledge of HSPD-12 and related homeland security standards and
directives, Writing and managing Requests for Proposals and Grant, MBA or other
relevant graduate degree, Detailed Knowledge of SOA/EAI concepts, Understanding
of critical business needs across various government agencies, {i.e. federal,
state and local}.

Required: Program/project manager leading IT initiatives, SDLC, managing
functional and technical project teams, developing and managing detailed project
plans, Project budget development and maintenance, Implementing advanced/web
based technologies, COTS technology solutions, JAD sessions, Managing
vendor/client relationships, Data Integration across multiple government
agencies i.e. state or/and local or/and federal, Managed government projects,
Managed Credentialing/Identity Management Projects, HSPD-12 or/and related
homeland security standards and directives, Writing and managing Requests for
Proposals and Grant Requests, MBA or other relevant graduate degree preferable,
Detailed Knowledge of SOA/EAI concepts, Understanding of critical business needs
across various government agencies.
